Harford County CourthouseMr. Sullivan’s practice covers all aspects of criminal and civil litigation, and in addition, a significant portion of his practice consists of estate planning, probate, real estate and commercial transactions. His practice routinely involves negotiating complex real estate transactions including commercial leases and real estate development projects. He also has significant experience in handling complex business transactions, including buying, selling, and financing businesses. While representing his clients, Mr. Sullivan routinely finds the most cost effective means of achieving the client’s objectives and always keeps the client informed and up to date on all matters affecting the client’s case.

Mr. Sullivan was born in 1965 in Winchester, Massachusetts and grew up as a “military brat”, regularly moving with his family until attending Mt. St. Mary’s College in Emmitsburg, Maryland on academic and athletic scholarships, graduating with honors in 1988. After working for the Department of Defense for a year, he attended the University of Baltimore School of Law, graduating from same, with honors, in 1992. Following graduation, Mr. Sullivan was admitted to the Maryland Bar and began practicing law at that time. He has been in private practice ever since, successfully resolving or trying hundreds and hundreds of cases in addition to maintaining a robust non-litigation practice.

Mr. Sullivan is very involved in the Harford County Bar Association, serving as President for the 2010 - 2011 term and having served continuously on the Executive Council since 2005. In addition, he is well respected amongst his peers, and in 2008 his name was forwarded to the Governor by the Harford County Judicial Nominating Commission as a candidate to fill a then-vacant seat on the District Court of Maryland for Harford County. Mr. Sullivan is frequently retained by other attorneys to represent them in a variety of cases, and is also called upon by his colleagues to litigate cases that the referring attorney will not, or cannot, litigate. In short, Mr. Sullivan is often turned to as the "go to" person, by both lay persons and attorneys alike, when a keen legal mind is needed, creative solutions are called for, or effective litigation strategies are required.

Roger is married with three children and has lived in Bel Air, Maryland since 1992, and is a very active member of the St. Margaret Church, the Greater Bel Air Community, and enjoys coaching local children’s sports teams during all seasons.
